WILPF developed out of the International Women's Congress against World War I that took place in The Hague, Netherlands, in 1915 and the formation of the International Women's Committee of Permanent Peace; the name WILPF was not chosen until 1919. Hazel Foster was born in Cleveland, Ohio, in 1885. She received her Ph. D. from the University of Chicago Divinity School in 1932 and worked as a Presbyterian minister and professor of religion throughout the United States. She was active in a number of organizations including the League of Women Voters, the Quaker Fellowship, and the American Civil Liberties Union, and served as religious contacts chairman for the National Board of the Women's International League for Peace and Freedom.
